The property “cooling down” mechanisms to be implemented by the Johor government to slow down foreign property ownership in the state will severely affect foreign direct investment (FDI) inflows, said a well-known developer.

IJM Land, CEO and MD Datuk Soam Heng Choon said foreigners will not stop buying properties in Johor, given Iskandar Malaysia’, development is a major property buying booster, but will definitely slow down their investment participation and dampen buying sentiment.

He said there are many high-end property developments that are currently undertaken in Johor — not to attract the locals but merely to cater to the evergreen foreign demand, especially from Singaporeans.

He also questioned the relevance of the state government’s approvals to all the high-end projects, if it wants to implement the cooling down measures.

“I think the state government must ask themselves, if they want to cool down the market for foreign buyers, then why do they allow more high-end projects?

“The fact is that for higher-end properties in Malaysia, we still need foreign buyers to come and support us, especially for properties over RM1,000 per sq ft,” he told The Malaysian Reserve, at the sidelines of the pre-launch of Seri Riana Residence (second phase) units yesterday.

Soam was responding to questions on a previous news report that the Johor state government is going to impose processing fee on foreign property buyers, between 4% and 5% of the property value purchased.

The move, which indirectly enables the state government to control the sale of properties to foreigners, was a drastic hike if compared to the fixed rate of RM10,000 that the state authorities impose at the moment.

IJM Land has five development projects in Johor, namely serviced apartments such as D’Ambience at Permas Jaya, Epic at Iskandar Malaysia and Suriamas Suites in Kampung Serantau, while its higher-end projects Nusa Duta at Persisiran Perling and Sebana Cover are a mixture of townhouse, resort and bungalow.

“Implementing new policies or changes in existing policies are not something new to us.

But at the same time, we want a clear policy with efficient enforcement,” he said, adding that if the Johor government imposes such cooling measures on foreign buyers, it will not affect IJM Land as much as their developments are affordable housing projects, not high-end.

He said most of IJM Land’s projects in Johor are priced around RM400,000 or less.

The Johor government will start to charge processing fee on foreigners buying houses in the state based on the property value beginning next year.

The announcement may be a prelude to the much anticipated announcement of measures to cool down the property sectors in the upcoming government budget.

One of the expected measures is the imposition of a higher real property gains tax to curb excessive speculation, which is one of the reasons blamed for the hike in property prices in recent years.

A Bernama report yesterday quoted state executive councillor for housing and local government Datuk Abdul Latiff Bandi as saying the new condition from the current requirement to pay only a RM10,000 fee is to protect the Johoreans’ interest.

The processing fee between 4% and 5% of the property value purchased indirectly enables the state government to control the sale of properties to foreigners, he said.

“For instance, foreigners buying a property worth RM5 million will have to pay only RM10,000 as processing fee currently. From next year, they have to pay based on the property value,” the report quoted Abdul Latiff as saying after he opened a seminar on Green Industry 2013 yesterday.

The report quoted Abdul Latiff as saying that the proceeds from the fee will be used for projects and programmes towards developments in the state for the people.

“We will table the new condition in the budget sitting of the state legislative assembly, which will sit soon, for approval,” he said.

He also said the state government will also review the rental rate to obtain the temporary occupation licence for the sites of billboards.

“There are more than 1,000 billboards in 16 local authority areas in the state. At present, the owners are paying only RM100 rental for the sites for a year. The rental will be increased to an appropriate rate,” he added.

On the other hand, Malaysia Property Inc (MPI) has urged Malaysian property developers to embark on an aggressive marketing campaign to attract foreigners to buy into local properties as a way to increase foreign investment in the country.

An earlier report by The Malaysian Reserve quoted MPI GM Veena Loh (picture) as saying that the number of foreigners buying Malaysian property has been stagnant in the past few years.

According to MPI’s data, Johor has seen an increase in foreign buyers from 12% in 2010 to 14% in 2012 due to the emerging Iskandar Malaysia project.

Foreigners made up just 7.2% of buyers in 2010 and 7.3% in 2012. Loh said most of these purchases were for business reasons and that there is ample room for improvement.

“We do not have a specific target on the number of foreign buyers…however, the current number is very minimal and there is room for more to invest in,” she said at a property developer forum held in regards to Budget 2014 in Petaling Jaya last month.

Loh said MPI, which matches up foreign investors with real estate opportunities, has been marketing Malaysian property in Indonesia, Japan, Singapore, China, India and South Korea.

“So far, the results are very promising especially for property in hot areas such as Penang, Johor, Kuala Lumpur and Selangor,” she said. However, in Penang, the percentage of foreign property buyers decreased from 10% in 2010 to 6.7% in 2012.

Baru nak tengok Running Man sebab terlepas 2 episod gara-gara sibuk dengan ketibaan mama & ayah yang baru pulang dari tanah suci Mekah. Aku buka google nak search tapi terdiam seketika bila tengok google front page. Tulisan google agak berlainan sedikit. “Must be someone’s special related to this“, fikirku. Suka tengok animation yang dorang buat. Da habis tengok aku klik dekat tengah-tengah untuk tahu sape yang google maksudkan tu. Rupanya hari lahir Maurice Sendak yang ke 85 (aku pon tak kenal). Beliau seorang ilustrator dan penulis buku kanak-kanak di Amerika. Terkenal dengan buku Where The Wild Things Are yang mana merupakan buku pertama beliau. Dukacitanya beliau meninggal pada umur 83 tahun.

Migrain..

Baru je nak berjinak-jinak dengan blog dikala sibuk dengan kerja datang satu ujian daripada Ilahi yang betul-betul menguji hidupku. Migrain. Penyakit yang biase dialami oleh orang yang tak henti-henti stress dan biasenya berlaku disebabkan masalah di tempat kerja. Aku mula rasa pening-pening di awal bulan April dan sehingga kini masih terasa walaupun sedikit reda. Dah ambil ubat di 4 buat klinik yang berlainan dan sume ubat yang doktor bagi lain-lain. Aku ikut je arahan. Harap-harap la hilang sakitku ini..Aminn~

Da lepas staun setengah kerja sebagai production & maintenance engineer aku rasa macam takde life langsung. Dah la kerja hari-hari pastu shari kerja 12jam plak tu. 24/7 beb! Mungkin korang rase aku banyak komplain kan? Tapi aku rase padanla aku komplain dengan masa kerja yang ter’over’ sangat then workload plak tak payah cerita la. Memang bertimbun kena buat. As a muslim memang aku rase nak spend masa nak ngadap Ilahi pon sangat suntuk. Apa guna kalau kerja lebih masa tapi takde masa untukNya sedangkan rezeki itu datang dariNya?
